| Kansas City Municipal Court Truancy Intervention Program (KC TIP) |
The Truancy Intervention Program works closely with the Kansas City Municipal Court to provide case management and outreach services to children and families involved in Truancy Court. Directed by the presiding judge, this program aims to identify and address the root causes of truancy among children ages 7 to 17, helping them overcome barriers to regular school attendance. Ultimately, the goal is to improve both school attendance and academic performance through coordinated support and community referrals.
The Challenge Of Truancy
Each year, approximately 300 students appear in Kansas City’s Truancy Court due to challenges attending school consistently. While truancy is often seen as a disciplinary issue, the program recognizes that underlying factors frequently contribute to these attendance problems. These can include bullying, exposure to gang activity, difficult family situations, mental health concerns, and substance use.
Unfortunately, limited staffing has historically made it difficult to consistently follow up with families and ensure they receive the services they need. Without adequate support, many students remain at risk of falling behind academically and socially.
Addressing Root Causes Through Case Management
The Truancy Intervention Program fills a critical gap by providing dedicated case management to families referred by the court. Case managers work directly with children and their families to:
- Identify the specific reasons contributing to each child’s truancy
- Connect families with appropriate community agencies and resources
- Monitor progress and follow up to ensure services are accessed and effective
This personalized approach acknowledges that each family’s situation is unique, and tailored support is essential to creating lasting change.
Collaborating For Success
By partnering with community organizations, schools, and the court system, the program creates a network of support that extends beyond the classroom. Case managers coordinate with mental health providers, family counselors, substance use programs, and youth services to address the full range of challenges families face.
This collaborative effort strengthens families’ ability to support their children’s education and well-being, ultimately reducing truancy rates and improving students’ chances of success.

The primary goal of the Truancy Intervention Program is to increase the rate of successful completion for participants in Truancy Court by tackling the root causes of their attendance issues. This involves:
- Reducing barriers that prevent students from attending school regularly
- Providing ongoing support and resources to families in need
- Promoting healthier family dynamics and safer environments for youth
- Enhancing academic outcomes through consistent attendance and engagement
By addressing both immediate attendance concerns and underlying factors, the program seeks to create meaningful, long-term improvements in students’ lives.
