The Blue Springs Police Department (BSPD) IMPACT program is a proactive educational initiative designed to enrich the lives of elementary students by teaching and reinforcing core values of integrity, responsibility, and respect. This program is actively delivered in the R-4 school district and three private elementary schools, reaching over 1,200 students annually. It aims to build strong, positive relationships among students, teachers, parents, and law enforcement to help prevent drug abuse and other risky behaviors.
Program Overview
IMPACT equips students with essential life skills and tools that empower them to make positive choices within their homes, schools, and communities. Recognizing the diverse challenges children face today, the program meets students where they are, providing encouragement, education, and practical strategies to navigate difficult situations confidently.
The curriculum centers around ten structured lessons, each lasting 55 minutes, that weave the program’s core values—Integrity, Responsibility, Respect, and Prevention—into topics relevant to students’ daily lives. These lessons cover subjects such as alcohol, tobacco and vaping, marijuana and vaping, peer pressure, emotions and conflict, stress management, and problem-solving.
A key component of the program is the S.W.A.T. decision-making model, which stands for: State the problem, What are my choices, Act with integrity, and Think about the outcome. Through interactive exercises, games, and real-life scenarios, students practice this model to develop practical problem-solving and conflict resolution skills that they can carry into adulthood.
Flexible & Community-Focused Delivery
The IMPACT program is designed to be flexible and adaptive, allowing instructors to address real-time challenges students face and respond to emerging community needs. Integration within existing school technology ensures a consistent learning environment that enhances engagement and retention.
Fifth-grade students conclude the program by creating Impact Statements—visual presentations reflecting their understanding and growth throughout the course—and participate in a celebratory graduation event that honors their commitment to making good decisions.
Community Engagement & Recognition
Beyond classroom instruction, IMPACT officers actively engage with the community by participating in school events such as carnivals and other after-school activities, as well as city-sponsored events like National Night Out and Fall Fun Fest. These opportunities foster meaningful interactions with thousands of community members annually, extending the program’s positive influence beyond the classroom.
BSPD IMPACT officers are regularly invited to speak at events across the Kansas City metropolitan area and are widely recognized for their dedication to youth mentorship and community partnership.
Measuring Success
The program employs pre- and post-surveys to assess student knowledge and measure the impact of the curriculum, helping to ensure continuous improvement and effectiveness.
