The Adopt-A-Neighborhood Project (AAN) is a vital community initiative based in Kansas City, Missouri, operating out of the Legal Aid of Western Missouri’s West office. AAN’s primary mission is to provide pro bono economic development legal services to individuals and neighborhood groups who might otherwise lack access to crucial legal help. This program partners with volunteer lawyers from area law firms, working collaboratively with Legal Aid to offer free legal assistance that addresses pressing challenges faced by Kansas City’s urban communities.

Kansas City’s neighborhoods, especially within the urban core, face a range of systemic issues including abandoned properties, complicated real estate titles, and a shortage of affordable housing. AAN directly confronts these barriers by offering services in areas such as tenants’ rights advocacy, nuisance and abandoned property abatement, estate planning, title clearance, property tax credit and abatement applications, nonprofit incorporation, tax exemption applications, bylaw reviews, and contract assessments.

One of the most urgent issues that AAN confronts is the high number of abandoned properties scattered across Kansas City—estimated at around 10,000. These vacant homes and buildings pose significant risks to neighborhood safety and quality of life. Research highlights that violent crime rates increase by 15% within just 250 feet of an abandoned property. These vacant sites often become hotspots for illegal activities, including vagrancy, drug use, prostitution, vandalism, and arson.
In 2023 alone, Kansas City recorded 185 homicides, with 84% of these occurring within a concentrated 34-square-mile area of the urban core. This area also has one of the highest densities of vacant properties in the city. The connection between abandoned properties and violence underscores the critical importance of programs like AAN, which work to reclaim and rehabilitate these spaces to make neighborhoods safer.

Many challenges in Kansas City’s neighborhoods stem from fractured property ownership and unclear real estate titles.
