Community LINC Programs For Homeless & At-Risk Families

CLINC offers comprehensive housing and supportive services aimed at increasing access to safe, affordable housing and critical resources for low-income households experiencing homelessness or at risk of losing their homes. The program provides connections to housing—both on-site and throughout the community—emergency assistance with rent and utilities, prevention and diversion services, case management, and ongoing supportive services designed to promote long-term stability.

The Housing Crisis In Kansas City

Affordable housing is increasingly out of reach for many Kansas City residents. Recent data highlights a rapidly rising rental market: Missouri experienced the highest rent increase nationwide, with median rents jumping more than 13% between January 2023 and January 2024. Within the Kansas City metro area, rents rose 7.4%, pushing the median monthly rent to $1,644—a figure unaffordable for many low- and middle-income households.

Nearly half (43%) of Kansas City renters are cost-burdened, meaning they spend more than 30% of their income on housing. CLINC’s clients often face severe cost burdens, paying over half their income toward rent. For context, a full-time minimum wage worker earns roughly $25,000 annually—far below the $61,000 needed to afford the median rent without financial strain. These economic pressures force families to make impossible choices between housing, food, healthcare, and other essentials.

Evictions & Vulnerable Populations

The risk of eviction has surged in recent years. A 2023 study from the University of Kansas showed eviction filings in Kansas City have exceeded pre-pandemic levels, especially in neighborhoods predominantly inhabited by people of color and families with children. Monthly eviction filings climbed from 350-650 in late 2021 to nearly 1,000 by mid-2023.

Stable housing is not just a roof over one’s head—it is a vital social determinant of health. Without it, individuals and families are far more vulnerable to violence, mental and physical health challenges, and substance abuse. Research also reveals the deep trauma experienced by homeless mothers and their children, with studies showing a high prevalence of trauma histories and post-traumatic stress disorders among this population.

Young children are especially at risk; over half of homeless children in the U.S. are under age six, a critical period for brain development and building resilience. Interruptions to stability during these formative years can have lasting effects on development and well-being.

Violence & Community Safety Challenges

Kansas City has faced a troubling increase in violence in recent years. The city recorded its deadliest year on record in 2023, with 246 homicides—including police fatalities—many involving gun violence. Notably, 10% of homicide victims were children under 18. The neighborhood served by CLINC, including the 64110 ZIP code, is classified as a high-crime “hotspot,” with over 3,000 crimes reported in 2023 alone.

Safe, stable housing is a crucial element in violence prevention and community health. CLINC’s services aim not only to prevent homelessness but to provide a foundation from which individuals and families can rebuild their lives free from the cycles of trauma and violence.
